You can also remove the black plastic tray that hides the wiper linkage
under the hood, and check the ceramic resistance that is installed on top of
the fan motor. If it's bad, there won't be any intermediate speeds but I
_think_ you should still have top speed.

 on the late style fuse block, fresh air fan is fuse 17 (30amp).  Next ck
for 12v at the BK/BL wire at the fan switch plug.  Jump BK/BL to BK at the
switch plug -  is 12v direct to fan.  If you have 12v direct to fan, and no
fan operation, chances are the fan is bad.  Replace fan with known good, or
new if you want to take a chance the latter is the former :)
