At the risk of seeming pedantic, isn't what you describe still simply a
function of weight?

Hunter Road Force balancers have been around for quite a while, should 
be lots in Toronto.  Force balancing is the only accurate way to measure 
the forces as the tire rotates under load.  Tires can have unbalanced 
properties that are not weight related, it could be a heavy or light 
splice in one of the tire components causing the problem (radial force 
variation) this machine will pick it up along with other measurements.

We use much, much more expensive and accurate force machines when making 
new tires, sometimes even force-grinding tires to even things out.  Also 
can be used to determine which side of the car a new tires goes on, must 
balance out any conicity so the vehicle doesn't pull to either side.
