Martin,
As I see it, there are two options:

First, if you want the conversion to be easily reversible, but a bit 
more difficult to mount, you can drill out the mounting studs in the 
Euro bumper and mount the bumper "reinforcements" to studs screwed into 
the welded-in nuts in the body.   I am not sure if you can get at those 
with the valance on, so you would probably have to mount the valance 
after mounting the bumper.   I think that also precludes you from using 
the plastic clips that go into the valance tabs.

Second, you can cut out the nuts in the body (pretty easy actually - I 
cut one weld with a Dremel cutoff wheel, then put a bolt in the nut and 
rocked it until the other side broke free), cut an access hole in the 
inner North America spec trunk reinforcement and mount the bumper and 
valance as normal.  If you did go back the the N. A. spec bumpers, you 
would just use bolts from the inside now accessible.

I weighed the pros and cons and went with option 2.   Don't forget to 
plug the old holes that the bumper shocks went through.  There are also 
rubber gaskets that go between the body and the bumper reinforcement to 
seal it.
