There are many knowledgeable people on this list, and I'd defer to most of them, but since I happened to spot your post and no one else has replied yet...

---- Almost certainly; the geometry on the 10V I-5s is all the same.
900001 is also an '83; your car should be the same; call Blau if in doubt; they know.
---- Replace the idlers and tensioners and water pump while you're doing the belt.
2. Fluids - I'm hearing 15-50 full syn in the crankcase, GL4 80-90W
(non syn) in the manual trans and front diff, GL5 90W in the rear diff.
I'm a skeptic about the sealed for life claim.

3. Filters - does anyone have cross reference numbers for the oil
and air filters to WIX or other reputable common brands? Is the turbo
filter a normal oil filter?
---- The main engine oil filter is common to many Audi and Volkswagen engines; the "Turbo" oil filter is a pretty conventional canister type; should be the same as for a 5000T and easy to find. Air filter too has a broader application and should be easy to locate. I know Fram lists them and, while opinions vary about Fram filters, they're numbers may be a great place to start for other cross-references.
4. There is a diaphragm and spring assembly bolted to the same
bracket as the throttle cable. One side goes to what appears to be
vacuum, the other side is an adjustable shaft that connects to the
throttle body. My guess is that this keeps revs up on sudden lift-off,
maybe to keep the turbo spooled up, or for smog. Anyway, it's broken,
and I don't have a clue what it's called or where to get one.
5. Brake fluid - I run ATE blue in my Miata race car, any reason
this wouldn't work in the Quattro?
---- No reason not to, that I can think of. It's fine stuff. Opinions vary about synthetics.
Any other suggestions or sources I should consider to get this car back
to a roadworthy condition?
---- With respect to the tank, fuel injection, etc., cleanliness is next to godliness. Anything you can do to minimize crap in the tank, lines and components and avoid plugging the many small fuel passages will pay dividends. If in doubt, clean it thoroughly.
---- As an early '83, your car probably has the fuse panel under the dash, instead of the one under to hood on later cars. Many people have issues with undersized wiring and connections, melted fuse panels, electrical failures, etc. You'll also get advice about installing relays for headlights, fuel pump, etc. I'm not the expert on any of that, but you should find plenty of help here.
Also, is there a shop manual for this car? I was wondering if a 5000
turbo and a 4000 coupe shop manual together might cover most needs???
---- Bentley Publishers is the publisher of what amounted to the "Official Factory Repair Manual." The 4000/Coupe '84-'87 manual always contained the best, if slight, information about the "Turbo quattro Coupe" that Audi published. Bentley's first printing included some information on this car that Audi's later editions (e.g. Bentley's 2nd printing) left out, although the 2nd printing probably has more up-to-date wiring diagrams. Keep in mind that Audi's source material for such a low-volume car in those days was not always thorough or totally accurate. There's no particular need for the 5000 manual.
---- Everyone on this list will recommend a series of three Introductory Service Training manuals that were made available to technicians when the car was first introduced. They're a good source of basic how-does-it-work information, if a bit dated. Paper copies are increasingly rare, but they are available electronically from a few sources. I'll let someone who's a little more current chime in with how to get those.
