I certainly don't have the chops to contradict Phil, but the ignition ECU has other options to cut the engine performance than fuel, I assume ignition.  Has someone who has hard wired his FP in the past, I can tell you it does not disable all causes of 4,000 RPM cut out.  (nor does hard wiring the FP guarantee faster starts in all conditions!)
