I always thought DOT and EPA and the cost of certification were the barriers at play there.

I'm not convinced it can be done. I think there are a few rules involved, not just 25 years and you're in the clear. BTW - can we blame Mercedes Benz for making it too expensive, not only for individuals wanting old cars but for big manufactures to bring new cars into the USA? My old brains cells make me think it was M-B that lobbied hardest to limit our choices for the purpose of maxing their profits.
