Wow – does this bring back memories!
I’m assuming your using the OE CIS fuel system? Your mention of Phil Payne (r.i.p. old friend) brought back a flood memories, as well since Phil single handedly kept me an URQ owner for more years than would normally have been the case. If you follow Phil’s expert write-ups further you will discover that he emphatically claims that there are three major issues to get these old beasts to run well – 1) fuel pressure, 2) fuel pressure, and 3) fuel pressure. Two components are the focus with CIS. 1) Warm-up pressure regulator, 2) Fuel Distributor with its hex bolt and internal shims. These 2 must play nice together, or you will be chasing your tail. The warm-up regulator leans the mixture as the engine warms up and I would bet that is your issue.
FWIW – it took me about 2 years and a lot of testing, including running a fuel pressure gauge under the hood for real time monitoring, to get it dialed in. Put on your “patience hat” and be ready for a lot of frustration. My mental make-up would have given up on CIS many times except for Phil, and finally taking it as a “personal challenge”.

If you hadn't replaced the fuel filter that's what I'd be blaming. Is it an OE filter or aftermarket? Some AM filters are able to deal with the pressure froma CIS pump. Check your fuel flow. Once from cold and then again as soon as the car has stalled, I suspect you'll find quite a difference.
