[urq] Post overhaul issue, 83 Urq

Thanks to all that have offered suggestions. I've been going through a few
things today, and it's still acting up. I've had the fuel line off at the
fuel pump and gas is pouring out rapidly, so I don't really suspect a
clogged up tank.
I've found and replaced a couple of vacuum lines that were looking bad, but
that did not change anything.
Most suspect leaning out due to fuel pressure low or vacuum leaks, but it
doesn't sound like dying lean to me. The low rough idle seems rich and
there is quite a bit of popping and banging out the tailpipe, especially
when closing the throttle, when slowing down in gear.
If I rev the motor when it starts to chug, it seems to cough and slowly
accelerate with the exhaust popping until 4-5k rpm.
Whatever it is, it is worse when attempting to drive, the engine under load.
If I allow it to cool down, it runs fine for a few minutes at idle, or
briefly if attempting to drive.
