[V6-12v] lighter

Clive, my front and rear lights are on all the time as well.  The only
difference when engaging the headlight switch is the console lights turn on.
I have a '95 90Q Sport.

is the ring around the ash tray suppose to light up on the lighter in the
centre console with the lights on ? 

Also 

Can any Canadians tell me how the headlights work for the " day running"
setup ? On my car the front and back lights are on all the time, is this
correct ?
