I wouldn't be surprised if that is the case. It looks like a crush washer 
type seal. I suppose you'd need to replace the washer on the 17 mm banjo 
bolt as well.

BTW: I don't know how old the filter was, but I suspect it had quite a few 
miles on it... It seems like the car responds a bit quicker (especially in 
the low-ish 2500-3000 rpm range) with the new filter.
