I have also done this without removing the steering wheel. it is a little
tight but is very doable. One thing to remember, move the steering out and
down as far as it will go. Also cover the steering column, because you will
scratch it if you do not.

You were able to do this without removing the steering wheel?

I followed the Bentley procedure which calls for removing airbag, steering
wheel, column switches, then continuing along your list.
