On the way home from work, I stopped by the dealer and paid
US$2.80 for one genuine VW/Audi P21/5W bulb. I installed it,
and it made no difference.

I double checked the installation -- when I inserted the
bulb so low-side lug was in the high-side slot, the bulb
would not turn.

On someone else's suggestion, I swapped the left and right
bulbs, expecting to see the fast blinking move to the other
side.  In true Audi fashion, the problem went away -- both
sides now flashed blink-blink-blink, as normal. Mondo
bizzaro.

My guess is that, even though I cleaned the bottom contacts of
the socket with a pencil eraser, the act of repeatedly installing
and removing the bulb may have cleaned the grounds (where the
lugs sit in their slots), changing the resistance and fixing
the blink rate.

In any case, thank you all for your suggestions. I'll be adding
them to the KB.
