[V6-12v] Wiper motor in NE

No clue how expensive this will get or what your fiscal situation is,  
but most wiper motors can be R&R'd fairly cheaply (I haven't yet done  
a 100 series one).
To refurb it, scrape the ice off the blade, pull the motor out of the  
car, bring it inside and let it thaw. Then open the housing, clean  
out with WD-40 and drain well. Pull the motor out slowly, and when  
you get to the brushes, pull them out and double-check their  
thickness (it should be obvious if they are worn to minimum) --  
replace the brushes as needed. Smear the seals with fresh grease,  
reassemble, clean the terminal contacts (usually the primary issue  
with VW/Audi ones in my experience), and reinstall.

As for replace new vs. used -- if you plan on keeping the car 2 more  
years and the price difference is under 70%, IMHO go new.

PS - old army trick: lifting the blades-arms into the upright  
position when you park outside during ice storms will keep the blades  
from freezing to the windshield.
