Rusty,

Maybe the starter bench tests OK, but doesn't have enough power (torque) to
turn over the engine.  I assume by bench testing you mean the gear popped
forward and it spun, right?

I'd bring it to a place that can really test the piece first (assuming you
haven't put it back in).

Unless ...I hope not...but when you attempted to turn over the engine, did
the interior lights dim?  Did it feel like it was engaging but wasn't
turning the motor over?  I hope you don't have a hydrolocked motor.  Remove
a spark plugs and check for fluid/gas in cylinders.  Just a wild guess.

It was not the starter. I turn the key the inside relay clicks the underhood
solonid clicks but
the starter does not turn over. I instaled new battery=no change. I removed
the starter
bench tested and it worked fine. HELP any ideas?
