You have confirmed my suspicion about the fuel O-Rings.  I'm replacing them when the Engine/Trans is out later this week.  I too have noticed that the clips were loose.  I suspect that the o-rings are no longer plastic and have lost any pressure to the clips. 
 
I think everyone should check their o-rings on a 14 year old.
