One possibility is malfunction of heater flap-control potentiometer.
There is a small servo motor that adjusts the heat by closing/opening
the fresh-air flap. The CC system senses the position of this flap
control by means of a tiny potentiometer. After about 145K miles
<grin> the pot gets dirty/worn and the system can't hold at the
desired position--in my case the flap would dance around and usually
wind up at full open (read: "damn cold"). One temporary fix was to
turn the temp up much higher (or somewhat lower) than desired so the
pot can operate at a "good" spot. The only longterm fix is to replace
the whole flap control assembly, which is attached to the blower
housing on the driver's side. The part costs something like $80 and
installation it's no more than an hour job. It requires removal of
the windshield wiper (motor) assembly.

Or it could be something else...
