[V8] Seat Belt woes

This happened to me on the rear belt on V8Q #1.  The problem in my case
was that the seat belt had retracted into the mechanism while it was
twisted.  Going into the retractor folded/twisted caused it to bind. 
Pulling (tugging and yanking too) it out (some effort required) and
re-retracting took care of it.  Hopefully this one will be as easy a fix.
