[V8] "91 100 Quattro Blowing cold air through all vents

My wife's "91 100 Quattro Audi needs help ///NO HEAT !!
System has fluid good to -40 but must not be circulating through heater core ?  Where is the flow diverter valve ? Also no squirters working  {separate issue} she reminded me ..
TIA for any help
