[V8] Tire/rim size and Speedometer calibration

The difference between a 205/65-15 and a 215/60-15 is a whole .8 mph at 
60mph...thats within the accuracy range of the speedo itself. What you should be 
arming yourself with is a speedo that reads in MPH.
