[V8] SMOG MIL Problem w 90 V8 Quattro

Thanks for all the responses.  I wanted to let the list know that based on
the quality of the technical information I received here, my neighbor was
able to pass the CA Smog Check 2 test and was issued his vehicle
registration.  He contacted Audi and they FAXed a letter that stated that
his car was not supposed to have a working MIL light as built based on it
being built in 1989 and having been built for the Federal standards.

I also was able to build the VAG tool for him to pull the codes and verify
that his hard start problem, may very well be the crank sensor.

It certainly didn't help that the voltage regulator wasn't working properly
so I replaced that for him.  Is it common for the brushes to "stick".  Once
I played with it a bit, one of the brushes popped out, I think that's all
the problem was with the charging system.  The one I put in seemed like it
didn't move very smoothly either.  BTW, it took like two hours to get that
VR off.  I think it would have been less of a knuckle scraper had I removed
the alt, but I didn't have manuals so I went with the sure thing.
