Transmission vent line. The fluid in the trans expands and contracts, and 
this is a way for it not to blow a seal, while keeping water and debris from 
getting into it.

Just did mine without the "tools". I did build a crank lock tool, and can't 
imagine doing it without it. But, what to you consider "right"? The car has 
been run 140 miles a day since I did the job. No problems. Timing is right 
on.
