[V8] Cold start problemo

When V8 #1 needed a new FPR, it had to crank long enough for the fuel pump
to repressurize the system, which took several seconds, if I remember
correctly. That was in the summer, so "cold" cold starting wasn't the
case. I don't remember mashing the throttle, just having to crank longer.
Probably a whole different system thing, but when mashing the throttle was
the only way I could cold-start my 200q20v, a new set of plugs, wires and
rotor made it go correctly again.
