[V8] Crankcase vacuum hose q

In preparation for Xmas delivery of the 'new' 1990 V8 to mom, I attempted to 
push the small crankcase vacuum hose (the one that loops around the air 
intake between the air filter cover and the intake manifold) and it 
literally was so hard that it broke at both nipples.

The one on the left (when viewed from standing in front of the car) appears 
to be blocked about 1 cm in.  Is this the restrictor they are talking about 
or is there some sort of debris?  By the looks of my diagram, this is part 
of the lower half of the intake manifold.

Please advise before I start drillin'....
