Well, I think I've fixed it.  I won't know for sure, but after covering about 75% of the surface area of the radiator, I was able to raise the temperature up above the first quarter mark.  Gas mileage seems to have gotten better as well.  I'll keep you guys posted.  
Thanks again for all the input.  Guess that's what I get for having an efficient radiator.
