 Many amps (audio included) have a cap/resistor parralel circuit on the 
ground leg of the transistors ...a cap in one of these that has shorted with allow 
that transistor to have uncontrolled current flow... resulting in an 
uncontrolled amplification of any signal or noise in the circuit. Since the simple act 
of turning on the radio, even at minimum volume, supplies a signal to the 
circuit the result will be an intense screech/howl etc etc
