You probably have a coroded sender. mine has never gone past 3/4 since I got
it. NOt a huge problem. In a lot of other Audi's I've worked on, cleaning
the sender fixed the problem. On occasion, it is too far gone and needs to
be replaced.
It is a simple potentiometer in the tank, where the float slides a contact
to a lower resistance as the level goes up.
