That is exactly the normal failure. Most of the flex from suspension movement 
is concentrated at this point. As the plastic sheathing ages it cracks and 
water intrusion follows. The steel spiral wrap inside rusts and eventually rips 
the plastic sheath of the inner cable.  Then is when you begin getting the 
binding.
