[V8] Brake Light Warning

After replacing *all* of the brake bulbs (including the little ones in the
CHMSL), cleaning the circuit boards in the taillights, and STILL getting the
beeping upon pedal application, I swapped in a circuit panel from an old
5000 parts car and walla`...fixed. There was no evidence of water seeping
into the fixture, maybe it was coincidence.
