[V8] Electrical Drain

After playing around further with the fuse box and comparing the test light on the 92' V8 (it too lights up on fuse #28)  I found that the 2 silver fuses at the very bottom of the fuse box were so hot I could not touch them.  I could not find a label for these fuses.  They are the 2 silver ones and read "20 amp" and are at the vey bottom of the panel.  Any ideas what these control????

... put a real live millimeter in place of the fuse and tell us how much
current you see the circuit drawing ... a test light is a relatively
high impedance circuit ... there's no way to predict how the circuitry
will respond given the change you're making.  

You are using the correct process ... try pulling fuses and seeing which
ones seem to be drawing excessive current.  Of course you need to be
mindful that if you pull the fuse for the radio you will need the code
to revive it ... 

Have you verified that the battery is not at fault?
