[V8] TB dilemma

As I am reading about the procedure of TB change I came up with this  :
After one installs the TB turn the engine by hand a few times to check
that everything is OK.So far so good.
As far as I know then one should fire the engine ,run it for a minute or
two then readjust the tension.Belts tend to stretch in the first minute
or so.
How can I do this with the radiator etc all disconnected ?
Could this be the reason why some owners  had noise issues after
installing new TB ?(did not readjust the tension)
Hope I am wrong and not have to worry about it.
 
2.How does the engine turn ?
Clockwise or CC.
