[V8] heater valve and mystery sensor

How do I get to the heater valve?  Is it under the wiper cowl?

I noticed that a sensor was not plugged in, so I plugged it in.  It was
under the lower radiator hose.  I assume it's a coolant temperature
sensor but what good would it do at the bottom?  Monitoring radiator
output temp?
