[V8] Heat Soaking V8

Just to be clear, I am referring to the CC blower fan, not the rad fan.
The rad fan has 3 speeds that depend upon coolant temp. The lowest
speed is engaged automatically when the CC is put into any AC mode.
The CC blower fan should vary infinitely depending on interior
conditions and CC settings. When it's barely blowing any air into the
cabin at all and the CC is set to AUTO, the CC system feels that it's
not currently needed to adjust the temp, i.e. it won't be trying to
cool and therefore should be adding little to no heat to the engine
radiator.
