[V8] Rusting V8

I had a little rust spot on my Pearl white car.
The problem was the PO had repainted the car and I had a hard time
matching the paint.
What I have found is cleaning / sanding the rust away from the small
area / primer and then a paint on white Tremcald paint .... Why tremcald
? It adheres to the Galvanized metal better than anything else I've
tried .... Then you paint over with the matching paint .
I have tried without success prime and paint with the matching paint ...
it just flacks off because it doesn't adheres properly to the Gav Metal

It looks like it may be on the paint. I hope it's on the paint, as I
don't know how it'd get under as there was no stone chips or anything
where the rust specks are. I do have major rust issues on the bottom
corners of the rear passenger doors that are being a major pain. I
sanded/touched them up and trying to match pearl is tough! Looks
horrible, but better than rust.
How would I buff the rust off? I have a B&D Mouse palm sander with a
polishing attachment that may work?
