Brian.. If it is on the paint, use a good wax and grease remover and a
terry cloth, to get the paint as "clean" as possible.
I'd start with Polishing compound and try that, if that doesn't work,
try rubbing compound..If they are still there after that, using a
scotch-brite pad (white, red, green) (fine medium coarse) and soapy
water, lightly sand the area with the white pad (and lots of soapy
water..the water here is the key) stopping and with a squiggie to
completely dry the area see if it gone.. DO NOT SAND HARD..only the
weight of your hand or you risk sanding thru the clear coat. This sand
and squiggie will require several passes to complete. Once complete, you
will need to polish with some polishing compound to bring the luster
back out.
Wax as needed to maintain shine ;-)
