[V8] Rusting V8

It looks like it may be on the paint. I hope it's on the paint, as I don't 
know how it'd get under as there was no stone chips or anything where the 
rust specks are. I do have major rust issues on the bottom corners of the 
rear passenger doors that are being a major pain. I sanded/touched them up 
and trying to match pearl is tough! Looks horrible, but better than rust. 
How would I buff the rust off? I have a B&D Mouse palm sander with a 
polishing attachment that may work?
