Hello to Norway!.. Being that you have checked the recirculation flap
and the spring there is ok, I would look at the vacuum servo that
controls that flap.

Take a look if the flap is open or closed, when the car is off, then
start the car, and adjust the heat to HI and see if the position
changes, if not then set the car to LO and check again.
