[V8] 93 v8 climate control, a/c turns itself on

When the compressor and heater run at the same time, the a/c is drying the 
air while keeping the cabin at the requested temperature.  It works to keep 
all the windows clear of fog and to help the front and rear defrost.  It 
works, but slowly.
