[V8] Steering Rack Centering

If it were my car, and the car tracked strait and the tires weren't
wearing I would move the steering wheel.  I know that you need to be
careful with the airbag 'spiral spring', it's expensive and easily
breakable.  Mine was broken in both cars so I never cared what I did, but
I do know that you can break it when you remove the wheel if you aren't
careful.  In fact I think you mentioned that your Airbag light was on - it
could be because of this 'spiral spring' being broken, among other things.
