[V8] belt tensioners

The timing belt has a shock-operated eccentric roller and a standard
eccentric roller.  A lot of T-belts are tensioned simply by one
eccentric roller or one shock-operated roller.  I found the fact that
this vehicle has two tensioners for the T-Belt curious.

Just wondering if anyone else knew why.

I wondered about this myself when I did the belt. What I"m thinking is this. 
The base adjustment is set with the eccentric (with the special tool) and 
then the hydraulic one keeps it properly tensioned after that. With slight 
differences between belts, etc., I'd guess the hydraulic by itself is too 
limited in it's range of adjustment.
