[V8] belt tensioners

OK ... just making sure ... since I already have done a TB several times I really didn't read your TB post.

I did attempt to answer your question ... the manually adjusted eccentric is used to set the correct length on the spring/damper.  This ensures that the spring/damper has maximum ability to accommodate the motion of the belt over time.  

IME, I found that having the user adjustable tensioning roller made it easier to install the TB on all the pulleys ...
