[V8] Need techie help: off topic, NAC

I am sure that there is someone within the sound of this email who knows the
answer to this.  But it sure isn't me.  Here's the prob.

My company has a website.  It was originally set up by an employee who left
last year, but left his server behind for a while.  The server was something
simple and basic (according to him, actually a genuine techie himself).  Now
he has repossessed his server and the company has no web presence.

Now, we do not do any selling on the web directly.  Granite you see, is
rather hard to ship via UPS although the FEDEX lady who works this territory
looks quite capable, but that is a whole 'nother story. What we want is to
be able to show information about the company and the kinds of products that
we produce. 

Anyway, I want to rework or GET the web site reworked, and get it up and on
the web again.  Here is my question:

Since we already have commercial Internet service, all I need is a server
initially.  Can I use a Windows XP based computer if I can either get XP to
act like a server if I source some sort of program?  

Having asked that, is working a "server" vastly different than most other
things that non-trechie types like me can do with a computer or is it rocket
science?
