[V8] Headlight wipers and intensive washer

Headlight wipers and washers will work only when your headlights are
on, but don't require that the wipers be in an "on" position, i.e. the
headlight wipers and washers will work with just the windshield
washer/wiper activation.

I think the intensive should work any time you hit it.
