[V8] ECU, IA chip, and Speed Limiter

have a '93 V8 with 165000 miles.  My question is, I am using Pro  Diag to 
link to the ECU and until recently I was able to pull the codes from the  
motronic.  Now all I get is ECU not responding or not present.   All other 
connections, transmission ECU, HVAC, and airbag will  connect.  Already swapped out 
another ECU and checked continuity of  connections. But still getting 'ECU not 
responding or not present'.   What could be the issue?
 
Also, how can you identify an 'Intended Acceleration chip' as opposed to  the 
standard 'chip' in the ECU?  I have an ECU that is supposed to  have an IA 
chip, but the standard ECU chip has the same numbers on  it.  ???
 
Also, where is the speed limiter located and how to disable?
