[V8] ECU, IA chip, and Speed Limiter

The one time I decided to find the top end on mine (several years  
ago), I was over 7000 feet elevation, running regular gas, did not  
think the motor was running all that great, and had two guys and all  
their camping gear in the car. I hit 145 and was still climbing when  
I ran out of road. I am quite certain with the right road and tires I  
can easily top 150 - so what does the chip do?
