Sounds like your fuel pressure regulator was leaking, and possibly
someone had replaced the vacuum hose with a non-fuel resistant hose. 
There should be NO fuel, or even smell of fuel at the black hose.  I've
seen it where someone replaces the vacuum line with el-cheapo windshield
washer hose, fuel/heat deteriorate the line quickly.  You should only use
good quality fuel line.  Change the FPR as soon as possible, otherwise
you'll find yourself searching for a flywheel too.
