Indeed it is. I suggest you unplug the offending speaker until suitable repair/replacement, if at all possible.

When I turn-on my radio I get a loud high pitched tone, I can just detect 
the station beneath the tone.  Is this woofer self-oscillation due to 
degenerated electrolytic capacitors? Any BTDT experience appreciated.
