[V8] License plate bracket

This isn't a surprise really Roger.  Normally if a car ends up in a  
wrecking yard, it got punched in the nose pretty hard.  Not too many  
usable parts up there.  The front bumper tends to hit lots of things  
over the course of a decade or two as well.  I know mine has battle  
scars on it from the supermarket.
