[V8] e-code headlights and safety inspection

I suppose it would depend on your state. Some states have state employees
who check out the vehicles (and are more strict) and some have independent
shops do it.
Here in NY, they'd never notice. As long as the bulbs are the right color,
working and there aren't any cracked lenses.
Of note, the overall condition of the vehicle plays a part. If it's a
junker, they'll check EVERYTHING closely.
