[V8] e-code headlights and safety inspection

I recall reading many, many moons ago that MA actually allowed E-code
lights.  Whether it is still true, or ever was, who knows.  But you
could due a search online for MA automotive lighting codes and find out.
Or just go for it.  I would seriously doubt he would even notice.  As
long as the lights are properly aimed, you should be fine.
