[V8] open vacuum line

Re: my converted 5-speed.  While poking around under the dash to solve my
backup light issue, I noticed in one of my pictures what appears to be a
vacuum line connected to a gizmo that seems to be activated by the brake
pedal.

The vacuum line goes off from a T, and one leg of the T goes off to nothing.
My guess would be this is related to the Cruise Control, which I don't think
works.

It's on my to-do list, but not high on the list (unless it is related to
something that could possibly make the car fail a state safety inspection).
